If you click on Forums then look on the left of the title of the subjects, it will have a circle aroudn them... some have little diamond looking things that flash.

It depends on what style you have the forum set at. If it is set at "blue-grey", you won't see the blinking lights. However, they appear if you have the "blue and black" style.
