i thought this was kind of a cool idea.

Now that's brilliant.
The key to ending a riot is the seperation of the rioters. The group is where they draw their momentum and strength.
Here's a story for you all.
While in SA, we had a lot of riots we had to contend with, ranging from a few hundred people to 20 000 at times.
most of the time we'd fly helicopters over the mass with a bucket of liquid that was dropped on the rioters. The liquid was akin to thos markers you get that writes invisible by shows up under ultra violet light. Once the liquid was dropped the rioters would disperse, then ground troops with UV lights would 'scan' people at random and arrest them.
But that's not the story.
A buddy of mine was a pilot in the air force, he was flying a cessna as a spotter for the troops on the ground. It's easy to see the ebb and flow of the crowd from the air, and he would then relay this info to the commanders on the ground so they could move to contain the crowd.
One particular day, the ground troops were having a rough time, so James thought he'd help and 'dive bombed' the crowd, he was using a 45 degree AoA. They saw him comming and knew that a cessna had no primary or secondary weapons, so they threw stones at the plane.
According to James' co-pilot, James had a wierd smile come over his face, he pulled up and climed to a stall right above the rioters, turned andat a 90 deg AoA dived on the crowd again, and in true form the rioters threw stones at him.
Only instead of throwing them 45 deg in front of them, they threw them straight up. Well Gravity says "What goes up must come down". James says all he saw was this black 'cloud' of rocks go up, and drop right on top of the rioters. They broke up with all these rocks dropping on their heads.
The Air Force in true fashion promoted him to Major, and gave him a citation for single handedly dispersing a riot estimated to be around 10 000 people.
Like I said, break the rioters up and things calm down real quick

That seems pretty cool sounds like a really good way to break up a riot. I wonder if they can make it more powerful?

My understanding of radio is good enough that I feel somewhat qualified to answer that. 95 GHz REALLY a stretch. I think your microwave oven operates at around 12 GHz. for them to make a "beam" signal at 95GHz, they are definitely already using the very best gain antenna technology available. A more powerful version could only be made possible by pumping in logarithmically higher power. distance, or signal effective range would not be affected too easily. More power certainly doesn't equate proportionately to more range, then there is also the problem of beam dispersion. Biggest problem I see with this increase in power would be a disparate proportioning of signal strength at differing ranges. In an effort to have effect at greater range, we now have guaranteed lethality at near range. What I thought of was the possibility of using two of these, modulated signals, triangulating a target, resultant beat frequency occillations and harmonics could be fun to tinker with.
Could be the start of answering what spontaneous human combustion is caused by?
Seems this thing simply causes molecular excitation, resulting in heat. Human body is like 95% water. Water molecules are very receptive to this.
Can it be made more powerful? Sure. You'd have a big, inefficient high tech water heater. At lethal levels, it would be the perfect bringer of death; all cell walls rupture simultaneously...no hope of survival.

does look pretty cool
and fairly safe as well. but who knows if you will need the extra power. i hope it wont completely replace all deadly forms (of course this is still deadly but only in certain cases blah blah blah)

I see nothing wrong with the combination of cluster bombs and napalm for riot control.

Well as long as they are violent riots, very violent riots, we sholdnt be saying lethal force or even non lethal force against demonstrators that are legally doing things.

yeah. it wouldn't have looked very good if they bombed the million man march.

"riot" generally means spontaneous and violent (or highly likely to become violent) as opposed to legal (aka planned and permitted) demonstrations.
Not that I'm a big fan of requiring permits to exercise the right to peacefully assemble

ya...the word riot does mean something differant. Im not a big fan of permiting our rights too, because then how much of a right is it if we must get permission to excercize it.
